这个流浪汉是美国公民，但是没有voter id。于是就不让这个人投票，那么是不是事实上voter id就剥夺了部分公民的投票权。而剥夺公民的投票权是违法的

如果流浪汉是公民、有合法投票权的话，他/她就能投票。

识别一下。即给了人权又给了民主。
