When I was a TA at college,

one of my students was a student with special need. He looked and acted completely normal to me. If he didn't show me the paper, there was no way for me to guess he was a special ed. The law allowed him to have 50% extra time on tests and homeworks. When I was a student, most of the times I barely had enough time to complete my tests. I know many of my classmates were not able to complete their tests. Anyway, this student finished the class with one of the highest overall percentages out of two to three hundred students.
Some students and parents are just taking advantage of the special ed program. Of course, I am pretty sure that's the minority.

我也遇到过一回。
这个不一定算是滥用。这种,多半是有adhd或者其它不能集中注意力的毛病。
有这种毛病的人,智商不一定低。

I just feel that we people whose first languages are not English have to spend more time to decode English, so can we have more time on tests too?

其实大部分时候有额外的时间也没有用。
当然你这个设想很好。尤其是学生刚过来的一两年,如果跟老美同时take 一门课,应该要求比老美的做题时间更长才是。

Definitely useful.
A lot of my classmates were not able to complete their tests. If they had more time, I am sure they could get better scores.

其实大部分时候有额外的时间也没有用。

Also, I remember my first test in my first semester college physics course, the answer to one of the fill-in-the-blank questions is Copernicus. I knew the answer in Chinese, but I don't remember it in English. So I didn't get a perfect score because of this. I didn't know if we could have special accommodation for things like this. I thought about that later and believed I probably should write it in Chinese and afterward take a dictionary with me to see the professor to get the points back.

我读博士的一个老美同学就这样,不过他是为了score好看一点。他确实不是很smart,所以考试做不完,作业也要我帮忙

there are always bad apples.
