Yupeng Sun, 33, was charged with one count of fraudulent voter registration and one count of fraudulent voting.
Sun will appear in federal court in Boston for an initial appearance today at 2:00 p.m.

According to court filings, on Oct. 10, 2024, Sun allegedly submitted an online voter registration through the Secretary of the Commonwealth’s website impersonating another Chinese national residing in Massachusetts with legal permanent resident (“LPR”) status.

On Oct. 31, 2024, Sun allegedly continued to impersonate the other Chinese national and submitted an early voting ballot at Malden City Hall for the 2024 U.S. presidential election.

After registering to vote and voting, Sun allegedly submitted several anonymous tips in April and May 2026 to Homeland Security Investigations and U.S. Citizenship and Immigration Services (“USCIS”) stating that the victim “illegally voted in the 2024 U.S. presidential election” and noting that “[h]e is not a U.S. citizen but a permanent resident.”

3. 起诉书还指控，Sun 涉嫌于2024年4月向美国公民及移民服务局（USCIS）提交欺诈性表格，冒用该中国公民及其妻子的身份，请求放弃他们的绿卡身份。
   2024年6月，该夫妇结束国际旅行返回美国时，被要求接受二次检查，其绿卡被没收，并因 Sun 提交的欺诈性表格而被带入驱逐出境程序。

The identity of victim J.L. is known to the government. To protect the victim’s privacy, only the initials “J.L.” and partially redacted identifiers are used in this affidavit. Similarly, the government knows the identities of J.L.’s wife, Y.L., and adult daughter, Z.L., which are also partially redacted herein to protect their privacy.

SUN’s Relationship with J.L. and His Family

1. From approximately January 1, 2021, through August 1, 2021, and September 16, 2021, through May 27, 2023, SUN rented a room in the residence of J.L. and his family on Bartlett Street in Malden, MA. J.L. is a Chinese citizen and national with LPR status.

2. On or about May 27, 2023, SUN was arrested by Malden Police and charged with assault and battery on Z.L., J.L.’s adult daughter. A restraining order against SUN was issued on or about May 30, 2023. The charges were dismissed on or about September 10, 2024.

3. On or about May 31, 2023, SUN filed a civil action against Z.L. claiming he had been unlawfully evicted.

4. On or about July 4, 2023, Z.L. contacted Malden Police after two vehicles belonging to her that were parked in front of her residence had all their tires punctured. Z.L. stated
   that she believed SUN was responsible for the damage as J.L. had seen SUN walking by their residence earlier that morning and no other vehicles in the neighborhood had been damaged.

孙后来和他们起了矛盾，动手后被警察抓起来了。他们在向移民法官申诉时，法官问谁有可能做出这种事，一下子就锁定了孙某。
